Library ByLaws

Library Board:

In accordance with the Municipal Code of Ordinances, Corwith Iowa, the Library Board of the Corwith Public Library shall consist of three (3) resident members and two (2) nonresident members. All resident board members will be appointed by the mayor with the approval of the City Council. The nonresident members are to be appointed by the mayor with the approval of the Board of Supervisors. The general powers comply with Code 336.8 of Iowa and regulations set forth in the city’s library ordinance.

The Board shall exercise its power and duties by:

A. Employing a competent and qualified librarian.

B. Cooperating with the librarian in determining and adopting written policies to govern the operation and program of the selection of library materials, supplies, and equipment.

C. Reporting to and cooperating with other public officials, boards, and the community to support a public relations program for the library.

D. Assisting in the preparation of and seeking adequate support for the annual budget.

E. Approving the library’s expenditures and authorizing the president and secretary of the board to sign off on the bills.

F. Developing long-range goals for the library and working toward their achievement.

Library Board Meetings

A. The Board will meet on the first Thursday of each month.

B. The Board of Trustees may attend meetings in person or by audio, video or other digital devices. A Trustee may not miss more than 6 consecutive regular meetings of the board, except in case of illness or temporary absence from the city or state.

C. The Board shall comply with Iowa’s Open Meetings Law by printing and publicly posting a copy of its agenda twenty-four hours prior to meeting.

D. The Board will conduct its meetings according to parliamentary procedure as detailed in the latest edition of the Roberts Rules of Order.

E. The Board shall record its proceedings as minutes by the secretary and shall keep copies of the minutes available for public inspection.

F. A quorum shall consist of three (3) members of the 5-member library board.

G. The Library Director of the Corwith Public Library shall be present and participate at each meeting of the board.

H. The Board shall consist of a president, vice president, and secretary. Their terms of office shall be for one year. Officers shall be elected at the July meeting and hold office until their successors are elected and installed. Officers may only serve 3 consecutive years, unless no other member is willing to serve in that officer’s position.

I. The Board shall set salaries and benefits for the Library Director.

Amendments to the Bylaws

A. These bylaws may be amended at any meeting of the board with a quorum present, by a unanimous vote of the members present.
